PACE DECELERATION

The speed of speech slows noticeably, often with longer pauses between words.

MEANS

Emphasis, deep thought, or controlled emotion.

CONTEXT

A speaker who slows down is asking the listener to pay attention. The pause does the work of underline. Useful as a tool. Also appears when the speaker is choosing words carefully — usually because the subject is sensitive.
